He made peace with the people of Beth-zur. They evacuated the town because they lacked sufficient resources there to withstand a siege (it was a sabbatical year for the land).
And he made peace with them that were in Bethsura: and they came forth out of the city, because they had no victuals, being shut up there, for it was the year of rest to the land.
He made peace with the Jews of Bethzur, who then left the town. There had not been enough food in the town for them to withstand the siege because it was the sabbatical year, when no crops were planted.
